`Missile launch, take cover`: Japan`s terrifying wake-up call

"Missile launch! Missile launch! A missile appears to have been launched from North Korea. Take cover in a building or underground."

To the accompaniment of blaring sirens and emergency phone alerts, that was the terrifying loudspeaker message that jolted millions of Japanese awake in the early hours as North Korea blasted its second missile over the country in less than a month.

But for local residents on the flightpath over the northern Japanese island of Hokkaido, there was no question of this becoming a routine event.

But some locals living on the missile flight path fretted that repeated missile launches could have a damaging impact on their day-to-day lives.

"We are afraid that this may have an impact on our life, ranging from fishing to tourism," said Hironori Matsura, an official at the anti-disaster division at Erimo town hall.

Sushi chef Oya said he thought the missile wouldn`t affect his trade as most of his customers were local but acknowledged that "I`m afraid this may affect a flow of tourism to Erimo".

Meanwhile, others displayed a grim determination that life would go on.

Saito admitted that the missile has been dominating conversation in the town -- "like how scary it is" -- but said: "No one really has talked about stopping their work or suspending their operations."

BJP backs Amma's death probe

Bengaluru: The Bharatiya Janata Party (BJP) has lent their support for the probe into the death of former Tamil Nadu Chief Minister J Jayalalithaa.

According to senior BJP leader S. Prakash, Amma's death was shrouded with secrecy and an investigation is in order.

Days after her death, Amma's long-time friend Sasikala decided to become the state Chief Minister but was sentenced to jail for four years after being convicted by the Supreme Court for corruption.

On Thursday, 17 August, Tamil Nadu Chief Minister E. Palaniswami ordered a judicial probe into the Jayalalithaa's death.

"Commission will be constituted under a retired judge to probe death of Amma (J.Jayalalithaa)," said the Chief Minister. He further added that a probe into Amma's death had been one of the key demands of the O. Panneerselvam faction of the AIADMK for its planned merger with the EPS grouping.

However, Jayalalithaa's niece Deepa Jayakumar yesterday asserted that there is no point setting up an inquiry commission to probe the death of the former and requested the Centre to constitute a Central Bureau of Investigation (CBI) inquiry on the same. "I don't find any point of setting up this of this inquiry commission. I would request the Centre to order a CBI inquiry in this issue. Otherwise, it will just be an eye-wash," Deepa said.

Delhi, Chandigarh among 29 cities and towns highly vulnerable to quakes

Twenty-nine Indian cities and towns, including Delhi and capitals of nine states, fall under “severe” to “very severe” seismic zones, according to the National Centre for Seismology (NCS).

A majority of these places are in the Himalayas, one of the most seismically active regions in the world.

Delhi, Patna (Bihar), Srinagar (Jammu and Kashmir), Kohima (Nagaland), Puducherry, Guwahati (Assam), Gangtok (Sikkim), Shimla (Himachal Pradesh), Dehradun (Uttarakhand), Imphal (Manipur) and Chandigarh fall under seismic zones IV and V.

Kusala Rajendran, a professor at the Indian Institute of Science (IISc), Bengaluru, and an expert on paleoseismology, earthquake recurrence and active tectonics, said most of the cities in the list have a high population density and fall in the Indo-Gangetic plains.

“The Himalayan arc, stretching from the upper Assam region to Jammu and Kashmir, is known to be a high seismic zone and these cities in the Indo-Gangetic belt fall within reasonable limits of the Himalayas. So repercussions are bound to be felt there,” she observed.

M Rajeevan, secretary, ministry of Earth Sciences, said 31 new earthquake observatories will come up in the country by March next year. At present, there are 84 observatories.

This is being done to detect and record earthquake parameters more accurately and identify possible precursors of tremors.

The NCS has also carried out microzonation of cities like Delhi and Kolkata to study the possible impact of earthquake in these mega cities.

China resorting to coercive practices to achieve goals: CIA

Washington: China is increasingly resorting to "coercive, assertive practices" to achieve its goals in the Asia-Pacific region, as seen in the disputed the South China Sea, a senior official of the US foreign intelligence service said.

The remarks from Michael Collins, Deputy Assistant Director at the Central Intelligence Agency's East Asian Mission Centre, came as the Pentagon yesterday said that a US Navy surveillance aircraft was intercepted on Sunday by two Chinese J-10 fighters in an "unsafe" manner over the disputed the East China Sea.

The OBOR is an ambitious Chinese plan to link the country to Africa and Europe through several trade corridors.

According to Bonnie Glaser, senior adviser for Asia and the director of China Power Project, Centre for Strategic and International Studies, the Chinese are trying to organise the regions in a way that it is more Sino-centric, where China can prevail and can essentially compel other nations in the region to put Chinas interest first and show deference to China.

"That is a major challenge for the US," he said.

"We have to think about China not just in terms of discrete issues like North Korea or cyber as we have talked about at this conference, but more of a global challenge, and we need more of a whole of government strategy to deal with the growing strategic competition between the US and China. The competition is inevitable; war is not," Glaser said.
